Effect of grain size on hardness

SAE 52100 steel ,Section thickness 32mm,hardened at 850 Deg.C.,Tempered at 180 Deg Sec.Found Surface Hardness 62-63 HRC.But Core Hardness is 37-40 HRC.
What is the effect of grain size(Fine,Medium,corse) on surface and core hardness of SAE52100 steel?
