I have never had the problem you described with martensitic SS. Rinsing under tap water with cotton swabbing always does the trick. You must rinse the sample BEFORE colloidal silica crystalizes (dries) on the sample, once it's dried, you will not be able to remove it by washing and would have to repeat the final step. So the key here is to transfer the sample from the final cloth to running water reasonably fast to avoid drying of colloidal silica.
